For the form I would highly suggest building an initial structure with basic shapes like cylinders and spheres (see Artwod roadmaps for more info) - it makes easier to draw it in the perspective. If you look at the stack of spheres from above for example, part of them will be hidden by one above it; they will be also smaller the further away they are from the viewer. I stacked her chest, lower body and legs using that method. For rendering I would go for very desaturated colors in such setting. Everything looks grey/blue in the darkness (find a photo in similar environment and use colorpicker - notice what colors skin, hair, materials have). The only light source in this drawing is the turquoise light from the lantern so everything should be bathed in the same color. Also, since it is otherwise dark and lantern light is strong, it should drop strong shadows. There seems to be some sort of bluefish light in the back which works great for adding rim light to her figure thus making her look more 3D. I added few highlights in BG because polished/metal parts would definitely reflect some of that lantern light and it makes BG less empty looking. Don't get discouraged.
