Hello there! I really like the characters! However, they do feel a bit muddy because the colors aren't very saturated. In stylized art, and this kind of style in general, more saturated colors are quite common. Just be careful not to push the saturation too far. A good value structure will help you keep your colors balanced. Simply adding an Overlay layer can be enough to bring your characters to life. :) If you want to add that pinkish tint like you did on the police officer, just make sure the color stays within the same value range as the local color.
